Brief Notes on Schemes/ Programmes:

Biju KBK Plan

With a view to continuing their increasing efforts as well as for maintaining the momentum gathered under the Revised Long Term Action Plan (RLTAP) and up-scaling the public investment in the Koraput-Bolangir-Kalahandi (KBK) region, the state Government have launched a new initiative, called “THE BIJU KBK PLAN” under state plan as a tribute to late Biju Pattnaik, former Chief Minister of Odisha who was the fast to articulate the need for long-term measures for development of the KBK region.
With a view to improving the quality of public investment and preparation of the District Action Plans under Biju KBK Plan, the Government have prioritized the following three major sectors namely: Bijili (i.e, village /rural electrification and street lighting), Sadak (i.e, construction of culverts, bridges and roads for improving inter-village and intra-village connectivity) and Pani (i.e. creation of irrigation and drinking water sources).However, other need based projects or programmes may also be undertaken under Biju KBK Plan depending on local demands.

Objectives of the Scheme:

The main objectives of this programme are as under:

  • Creating opportunity for economic, social and human development
  • Accelerating poverty reduction
  • Improving the quality of the life of the people
  • Mobilizing and empowering the rural people
  • This Programme also fills up the critical gaps left uncovered under BRGF

The Biju KBK Plan has been implemented partially in the district during 2006-07 with an amount of Rs.250.00 lakh and fully from year 2007-08 to 2017-18 with an earmarked amount of Rs.1650.00 lakh per year. The allotment of the scheme has been divided into two wings since 2008-09, one is State Sector of Biju-KBK Plan worth Rs.1100.00 lakhs and other is District Sector of Biju-KBK Plan worth Rs.550.00 lakhs.
After careful consideration, Government have been pleased to modify the existing guidelines and accorded high priority to the following programmes and activities under Biju KBK Plan which shall be implemented with effect from 2014-15 with outlay of Rs.1650.00 lakh. It is again envisaged that Biju KBK Plan shall be implemented under State Window only through different line departments. As stipulated, a shelf of projects, indicating vision, strategy, objectives and expected outcomes are being invited from the concerned Line Departmental Officers and BDOs of the district in due consultation with the Peoples’ Representatives and PRI Members.

The following provisions have also been taken into consideration for sanction in addition to Bijili, Sadak & Pani Sectors under Biju-KBK Plan.

  • MDM infrastructure comprising kitchen –cum-dining hall and MDM related equipments, utensils etc.
  • Anganwadi Centres with priority accorded to TSP blocks
  • Provision of drinking water and toilet facilities in all ST & SC Residential Schools
  • Baily bridges to meet critical gaps in connectivity
  • Solar lantern distribution to un-electrified villages and
  • Innovative projects to improve to public service delivery

MLALAD Fund

The concept of members of Legislative Assembly Local Area Development Fund “MLALAD Fund” has been implemented in the State of Orissa since last 1997-98. Under this scheme, funds per Assembly Constituency will be provided in the State’s Plan Budget every year, which may change depending on the resources position and other commitments of the State. The “MLALAD Fund” is intended to be utilized for small but essential nature of projects/works based on the local felt needs. It is also meant to be used for providing missing links to operationalise non-operational plan assets for which funds cannot be provided under any other ongoing schemes/programmes.
There were two full constituencies – Gunupur (100%) and Bissam Cuttack (100%) and two-part constituency Rayagada (85%) and Laxmipur (54%) up to the year 2008-09.
After delimitation of Assembly Constituencies, there are three Assembly Constituencies in this district i.e. 138-Gunupur (Sj. Trinath Gomango, Hon’ble MLA, Gunupur), 139- Bissam Cuttack (Sj. Jagannath Saraka, Hon’ble MLA, B-Cuttack) and 140-Rayagada (Sj. Lalbihari Himirika, Hon’ble MLA, Rayagada). The shelf of project-proposals, after having received from the concerned Hon’ble MLAs are processed and scrutinized in light of the rules and procedures for sanction of funds under MLALAD Scheme and placed before the Collector for inviting the feasibility reports and plan & estimates for sanction. Administrative approval to the plan & estimates of the sanctioned projects are accorded by the Collector in respect of all the executing agencies other than BDOs. In case, the estimated cost of a project comes to Rs.10.00 lakh or below, administrative approval can be accorded by the B. D. Os. After accordance of administrative approval, funds are normally being released to the executing agency for execution of works. The total funds to a tune of Rs.300.00 lakh @ Rs.100.000 lakhs per Assembly Constituency has been allotted to this district under MLALAD Fund from the year: 2013-14. Projects like community centre/hall, connectivity, building for recognized educational institutions, irrigation, electrification, restoration/renovation/repair of religious institutions having recorded lands in its name etc are taken up under this scheme.

MPLADS:

Members of Parliament are approached by their constituents, quite often, for small works of capital nature to be implemented in their constituencies. Hence, there was a demand by MPs that they should be able to recommend works to be done in their constituencies. Considering the suggestions and demands of the MPs, the Prime Minister announced in Parliament on 23rd December 1993, the “Member of Parliament Local Area Development Scheme” [MPLADS]. Under this scheme, each M.P. will have the choice to suggest & recommend to the Head of the District the shelf of project-proposals/works to the tune of Rs.5 Crores per year to be taken up in his/her constituency in respect of the localities/areas coming within the jurisdiction of the constituency. The shelf of project-proposals, after having received from the concerned Hon’ble MPs are processed and scrutinized in light of the Guidelines under MPLAD Scheme and placed before the Collector for inviting the feasibility reports and technically sanctioned plan & estimates for sanction. Administrative approval to the plan & estimates of the sanctioned projects are accorded by the Collector in respect of all the executing agencies other than BDOs.
